The Safe Schools Program for Lesbian, Gay, Bisexual, Transgender, Queer and Questioning (LGBTQ) Students is a joint initiative between the Massachusetts Department of Elementary and Secondary Education (DESE) and the Massachusetts Commission on LGBTQ Youth. Founded in 1993 in response to concerns about LGBTQ youth suicides and other risk factors, the program now offers a range of services designed to help schools implement state laws impacting LGBTQ students, including the state's anti-bullying law, gender identity law, and student anti-discrimination law.
The Safe Schools Program also manages the Massachusetts Gender and Sexuality Alliance (GSA) Student Leadership Council.
The Safe Schools Program for LGBTQ Students provides comprehensive training and technical assistance to support LGBTQ students, families and staff. Our work focuses on creating safe, supportive, and inclusive learning environments by addressing bullying, promoting understanding of sexual orientation and gender identity, and improving school climate.
We partner with public schools across the state—including preschools, charter schools, magnet schools, vocational/technical schools, and Chapter 766-approved special education schools—to provide professional development, policy guidance, and tailored support.

The Massachusetts GSA Student Leadership Council empowers LGBTQ middle and high school students and their allies to influence policy, foster inclusive school environments, and develop leadership skills. It includes a state-level and five regional councils, meeting bi-monthly to discuss leadership, share resources, and collaborate on projects. Engaging families is a critical component of supporting LGBTQ students. Strong partnerships between schools and families provide vital emotional and social support, helping students thrive both at home and in school. Schools play a pivotal role in fostering open, culturally responsive communication with families, offering strategies to affirm their children's identities, and sharing resources to promote LGBTQ inclusion. Collaboration between schools and families creates a supportive network that affirms students' identities and enhances their well-being.
Our family engagement support is designed to help educators effectively connect with families of LGBTQ+ students, build understanding, and create affirming and inclusive environments within Massachusetts public schools. We emphasize intersectionality and cultural responsiveness, equipping educators with practical strategies to guide families along a continuum of acceptance and support.
We use an inclusive definition of "family" to encompass parents, guardians, extended family members, chosen family, caregivers, and any other individuals who provide love and care. This approach recognizes and honors the diverse family structures and relationships that contribute to a student's well-being.

The regulations (603 CMR 26.00) for the Massachusetts Student Rights Law (MGL Ch. 76, Sec. 5) state that "all public school systems shall, through their curricula, encourage respect for the human and civil rights of all individuals regardless of race, color, sex, gender identity, religion, national origin or sexual orientation."
Implementing an inclusive curriculum helps to ensure that all students feel represented and supported. Schools and districts striving to make their instructional materials more inclusive can access a range of resources. These resources are designed to help educators provide equitable, high-quality, and standards-aligned materials, alongside professional development opportunities. By integrating these tools, schools can better meet the needs of all students, especially those from historically underserved communities.
